Qld: Boy was handcuffed when run over and killed, mother says.

BRISBANE, Feb 9 AAP - The mother of a 16-year-old boy hit and killed by a car while being arrested by police says the youth was handcuffed and made to lie on a busy road.
Andrew Bornen may also have been subdued with a Taser stun gun, his mother Helen Bornen told AAP on Monday.
Queensland police have said they responded to reports of a man wielding a machete in the Ipswich suburb of Brassall, west of Brisbane, around 11pm (AEST) on Saturday.
The youth was "obviously aggressive" but was not armed, they said.
They said Andrew lay voluntarily on the road when he was threatened with a Taser.
But Ms Bornen said a local resident heard police yelling for the youth to "get on the ground".
Officers at the scene tried but failed to stop an approaching car which ran over the boy, causing massive head injuries, police said.
Andrew's mother said police investigating the incident told her he was handcuffed when run over.
"He was tied down on the road - he was face down on the road with handcuffs," Ms Bornen said.
"I was told by the police he was handcuffed - he was in custody and he was handcuffed ... he had no chance whatsoever.
"I'm actually under the impression he may have been Tasered as well, because he would have rolled (away from the approaching vehicle) no matter what."
She said police were able to identify her son's body because his fingerprints were on file due to a minor criminal charge.
"He loved life, he was working," Ms Dornen said.
The Queensland Council for Civil liberties has called for a thorough investigation of the incident.
The police ethical standards command is investigating and a report will be prepared for the coroner.
Police said no further comment would be made.
