Mr Welford said the LNP had failed to win crucial Brisbane seats.
"What you've got to look at ... is the seat-by-seat battles being fought out," he said.
"And what's happening in those critical seats in Brisbane where those battles are being fought, the Liberal National Party are not winning the seats they need to win, and still are not getting the big swings in its own seats."
Nationals senator Barnaby Joyce said the LNP would not win.
"We are not going to win," he said.
"You have to be fair dinkum now.
"I thought one of our best chances was a hung parliament where we would have the support of the independents.
"We haven't got that. We have picked up seats and now we have to build from that."
Federal Treasurer Wayne Swan told reporters in the Brisbane tally room that Labor could not yet claim victory, but he lauded Premier Anna Bligh for hanging on through a string of challenges.
"It's too early," Mr Swan said.
