"I think we can say Labor is back," Mr Green said.
Former Nationals premier Rob Borbidge said it was still too close to call.
Win or lose, the LNP had changed politics in Queensland, he said.
"I thought (LNP leader Lawrence Springborg) did an excellent campaign and I think this has demonstrated the importance of the LNP," Mr Borbidge said.
"I think it's a fairly substantial achievement that one way or the other, regardless of the outcome, tonight will change the dimension of Queensland politics really."
Deputy Premier Paul Lucas said he believed the oil spill in Moreton Bay had affected Labor's vote in Brisbane.
"It (the oil spill) did in fact take oxygen during the campaign," Mr Lucas said.
"People have had a real interest in the oil spill, but there have been a lot of complaints about the way that certain people, particularly (Lord Mayor) Campbell Newman, played politics with it."
