European stocks close higher, London up 2.86 pct

European stocks surged on Monday .. after the announcement of a new plan to stabilise the US banking sector .. with London closing up 2.86 per cent .. Paris up 2.81 per cent .. and Frankfurt up 2.70 per cent.
Wall Street shares also rose sharply .. as investors cheered a joint public-private plan unveiled by the US Treasury .. to clean up toxic assets clogging the balance sheets of banks.
